You need to enable META Refresh option in order to view this site.
To change these settings, follow these steps:
1- In Internet Explorer, click "Tools", "Internet Options"
2- Click "Security", "Custom Level"
3- Scroll down to MISCELANEOUS, ALLOW META REFRESH
4- Click "Enable"
5- Close and reopen Internet Explorer
